3. After satisfying the eligibility conditions mentioned above the State Government would issue allotment letters to the eligible allottees after getting it vetted by their Law Department and incorporating inter alia the following terms and conditions
(a) The tenements would be sold to the willing eligible allottees but the land under the tenements would be given on lease-hold basis for 99 years. The ground rent payable under the lease terms would be Re. 1/-per annum per 100 sq. yards or a fraction thereof.
(b) The provisional cost of such tenement will be as follows
(i) Single room tenement : Rs. 6,138.00
(ii) Double room tenement Rs. 12,902.00

Note No. 1. Land cost will be subject to revision. if there are further awards for enhancment of compensation etc. Similarly, the cost of construction is also subject to revision as intimated by C.P.W.D.

Note No. 2. The land under the tenement comprises of the plinth area as also common share in the 5' wide strip of land around each block of tenements.
(c) The allottees may be asked to pay the entire sale price of the tenements and the premium on the land in one lumpsum. Since the allottees are. Central Government Employees and are entitled to House Building Loan, it should not be difficult for them to take House Building Loan from their respective Department as well as advances or final withdrawal from their G.P.Fund and pay this amount in lumpsum. Where the loans are not sanctioned due to budgetary or other constraints, payments for the tenements may be made by an allottee in yearly installments over a period of 8 years. He will have to pay 20% of the cost in advance and the balance in yearly installments over a period of 7 years with interest @ 6.5% on the amount outstanding and due from time to time. In case of default in payment of the amount of an installment on the due date, penal interest @ 2.5% will also be charged in addition to the normal rate of interest.

(d) All the rates, fees, taxes, charges, assessments, municipal or otherwise and other levies of Whatsoever nature [levied and to be levied in the past and future respectively vide para 2 (vii) above] shall be borne by the allottees.

(e) The allottees have to form themselves into a Housing Co-operative Society duly registered with the State Registrar of Co-operative Societies which shall be responsible, at its own cost, for carrying out repairs and maintenance of all internal common portions and services.

(f) After payment of full price of the tenements and premium for the land, the allottees will have to execute a lease deed in respect of each flat in the prescribed form. All documental charges and stamp duty, if any, will have to be borne by the allottee.

g) The allottee will not be permitted to sell the tenement within ten years of
