Employees who are also Displaced Persons from erstwhile East Pakistan. It has now been decided that these tenements may be transferred on a permanent basis to the existing eligible allottees and other eligible D.P.s from the erstwhile East Pakistan. It has also been decided that the State Government would act as the Agent of the Central Government for taking necessary action in collaboration with the Estate manager. Government of India. Calcutta. to complete necessary formalities in connection with the transfer. Necessary instructions are also being issued to the Estate Manager. Calcutta in this regard.

2. The State Government would take steps to transfer these tenements to the persons found eligible in the following manner :
(i) Before transferring the tenements, the allottees will have to clear all their dues outstanding in the books of the Estate Manager. Government of India. Calcutta.
(ii) The State Government will verify before issue of offer that the allottee concerned is a bonafide displaced person from former East Pakistan.
iii) Each eligible and willing allottee will have to submit an affidavit in a prescribed form on a stamp paper of requisite value and duty verified by a First Class Magistrate to the effect that he/she or his/her parents/guardians or any other member of a joint family has not received any rehabilitation assistance from the Government. Those who have enjoyed benefit in any way would be eligible for the transfer of tenements.
(iv) Those existing allottees who are not found eligible or are not willing, will be offered alternative accommodation by the Estate Manager.
(v) The Estate Manager will forward to the State Government the names of other willing Displaced Central Government Employees who are in occupation of the Govt. quarters elsewhere and who may be willing to purchase these tenements. Their eligibility will also be determined by the State Government in the manner indicated above. If they are found eligible, the Estate Manager will induct them in the Behala Colony in the tenements to be vacated by the existing allottees who are found ineligible and/or are not willing to purchase these tenements.
(vi) The existing and newly Inducted allottees will continue to be governed by the Central Pool Accommodation Rules till the transfer is effected.
(vii) The existing plants and machinery installed by the C.P.W.D Calcutta to provide water supply. sewage system etc. would be transferred to the South Suburban Municipality Calcutta on the terms and conditions to be agreed to between the C.P.W.D. and the Municiplaity. Till theabove services are transferred to the said Municipality, allottees will have to pay proportionate share of the cost of services as determined by the C.P.W.D
