MEMORANDUM
Sub :Sanction to the drawal of advance for purchase of Raw Materials
for Uttarpara, Habra and Titagarh Production Centres under the R. R. & R. Department.

The undersigned is directed to say that four Production Centres at Uttarpara. Titagarh, Habra and Kamarhati have been working for several years under the control of the Refugee Rehabilitation Commissioner under the Refugee Relief & Rehabilitation Department.
Problem often arises as to maintenance of the time schedule for production and supply of output because of delay in placement of fund to purchase Raw Materials for the Centres with necessary approval after observing all the usual formalities and the process consume a considerable time in each case. A proposal for delegation of financial and administrative powers to the Secretary, Refugee Relief & Rehabilitation Department, for according sanction to an amount not exceeding Rs. 10 lacs per quarter for purchase of Raw Materials for the Production Centres at Uttarpara. Habra and Titagarh has been under consideration of Government for sometime past.
2. After due consideration of all aspects of the proposal undersigned is directed by order of the Governor to say that the Governor has been pleased to empower the Secretary, Refugee Relief and Rehabilitation Department to draw. in advance, an amount not exceeding Rs. 10 (ten) Lacs at a time per quarter and to disburse the amount in favour of the Deputy Refugee Rehabilitation Commissioner for purchase of Raw Materials for the above noted three Production Centres under the Refugee Relief & Rehabilitation Department on the basis of the requirements.The first two advances may be allowed without adjustment but the third advance drawal to be allowed only against the
