Dear Shri Krishnamurthi,
You will be happy to know that after a lot of efforts, we have been able to obtain a favourable decision from the Union Cabinet regarding the provision of funds for the development of displaced persons' colonies in West Bengal. In this regard. I enclose a copy of a letter from the Union Minister for Urban Development to Chief Minister, West Bengal.
2. As you may see from the letter, the Phase-III programme for the development of plots in displaced person's colonies will be implemented now as a Plan Scheme of this Ministry. To enable us to release funds to the State Government, we will need a Project Report, outlining the development works proposed to be taken up in various displaced persons' colonies along with the line estimates. Funds will be released for identified projects in the selected colonies and year to year releases will be based on the submission of utilisation certificates. You may please establish a Project Implementation Committee which may include an officer from the Ministry of Urban Development (Joint Secretary or Director) and will meet every quarter to approve projects, seek release of Central assistance and review the implementation. The Town and Country Planning Organisation of this Ministry has been designated as the nodal agency to monitor the progress of the Scheme. Kindly direct the concerned officer to be in touch with my Ministry/TCPO for assistance needed, if any.
3. I am confident that you will take all necessary steps to implement the Scheme successfully. Funding from this Ministry will be at the rate of Rs. 17,777/- per plot:
additional funds required if any, may be provided by the State Government.
