A preliminary survey was made throughout the state as requested by the Secretary, R. R. & R. Deptt. vide D.O. No. 158(15)-Rehab Dt. 29th October, 1986. Approval was accorded by Government of India. Ministry of Home Affairs; Department of Internal Security (Rehabilitation Division) vide No. 26(6)/83-RR (Vol-I) dated 27th Feb, 1987. Copy of this letter along with the approved list or 607-Group is annexed at 6.

 

B.  ALLOTMENT OF PLOT IN G.S COLONIES AND ITS REVOCATION:

    Allotment of plots is made in favour of eligible D.P. families in G.S. colonies subject to the condition:

 

(i)  That he/she has migrated into Indian Territory on or before 25.3.71.

 

(ii)  That he/she produces a refugee registration certificate/border slip/migration certificate/citizenship certificate under Art. 6 of the constituted/refugee certificate issued by the Competent Authority.

 

(iii)  That he/she or any member of his/her family must not have received any rehabilitation benefit.

 

(iv)  That he/she must not possess any landed property or accommodation anywhere in India.

 

(v)  That he/she must produce an affidavit covering the above points with his/her application for allotment of plot.

 

Camp/Home inmates will get top most priority in the matter of allotment of vacant plots. Their cases should be forwarded by the Administrator/Superintendent.

The matter, thereafter, should be processed as per G.O. No. 2116-Rehab Dt. 6.5.94. (ANNEX–56)

 

      Note: Issue of allotment as above was interpreted and meant for all the members of his/her family. The allottee was considered to be a ‘Karta’ or defacto head of the family and he will have right over the plot in fiduciary capacity.

 

At times complaint in the form of a dispute over share of/enjoyment of the plots comes up even after conferment of right and title deed. Such cases should be dealt with in terms of G.O. No. 3492(17)-Rehab/2P-82/79 dated 23.4.81 (copy enclosed at ANNEX-67)

 

A sample Allotment Letter is annexed at 57.

   In case of bonafide refugee families living in Squatters’ Colonies, no allotment is generally issued. If found eligible, their occupation in the plot is regularised as per G.O. issued from time to time.

 

Revocation of allotment in G. S. Colonies:

        If any allottee is found absent for a considerable span of time or he/she violates the terms and conditions as laid down in the allotment letter he/she will be served with
