ROLE OF DIFFERENT COMMITTEE SET UP BY R. R. & R. DEPTT.
(i) ADVISORY COMMITTEE:
An Advisory Committee was consulted vide Order No. 248(13)-Rehab/S1787 (RR)/96 dated 27.1.97 [Annex. 107] under the Chairmanship of Sri Samar Mukherjee. The Committee will review and monitor the progress of Refugee Relief & Rehabilitation work in the State and will render advice to the State Government on formulating the policies relating to the rehabilitation of the displaced persons and also on implementation of various decisions taken from time to time. Sri Anil Sinha is the Vice-Chairman of the Committee and Sri Pran Krishna Chakraborty, Sri Subhas Bose and Sri Rabi Ganguly are the non-official Members. The Deputy R. R. Commissioner is the Official Member and the Deputy Secretary is the Member-Secretary of the Committee.
(ii) PANCHANNAGRAM ALLOTMENT COMMITTEE:
This Committee was constituted vide order No. 30006-Rehab/10M-10/87 dt. 3.8.87 [ANNEX. – 109] under the Chairmanship of Sri Anil Sinha. The Other non-official member is Sri Pranab Sen and the Deputy R. R. Commissioner is the member-Convenor. The main function of the Committee is to select allottees for the plots at Panhannagram which were developed and handed over to this Deptt. by the Calcutta Metropolitan Development Authority. The Committee abides by the guidelines framed by the Government for the purpose.
(iii) DISTRICT/SUB-DIVISIONAL IMPLEMENTATION COMMITTEES:
For the purpose of periodical review and monitoring of the progress of work at the District and the Sub-divisional level, the District Magistrates were directed vide D.O. No. 65 (16)-Rehab/7L-10/83 (Supp. Vol. 1) dated 18th June, 1987 [ANNEX-103] to constitute D.I.C. and S.D.I.C. respectively. D.I.C. may be headed by ADM (RR), ADM (LA), DLLRO, R.R. Officers and two members nominated by a recognised non-official Organisation (UCRC), working in the field of refugee rehabilitation. Similarly, SDICs may be headed by the respective Sub-divisional Officers. Important and disputed matters should be discussed in such DIC meetings for quick disposal and, if necessary, complicated matters may be referred to the Directorate or Department for clarification/instruction.
(iv) SELECTION COMITTEE FOR ALLOTMENT OF PLOTS IN GANGULY BAGAN TENEMENT SCHEME
The Selection Committee was set up vide Notification No. 2114-H&M/S-857 (RR)/97 dt. 20.10.97 under Chairmanship of the Deputy Refugee Rehabilitation Commissioner, West Bengal. The other members are the Director (Rehab), Sri Budhhadeb Bose, Sri Dipak Sengupta and the Deputy Controller (R), Calcutta is the Member Convenor. The main terms of reference of the Committee are determining the policy in the matter of allotment of plots to the eligible tenants/occupants of the Ganguly Bagan Tenement Scheme and to help the administration in the finalisation of the list of tenants/occupants who satisfy the conditions of eligibility. The Committee is also to help the administration in the matter of vacation of flats by the occupants etc.
