Sub. Regularisation of Post-1950 squatters colonies in West Bengal

Sir.
I am directed to refer to the correspondence resting with the State Government's D.O. letter No. 77-Rehab/7L-3/77 dated the 8th April 1978 on the subject noted above and to convey the approval of the Government of India to the regularisation of the 175 specified colonies. as appeared in Appendices XIV to XVIII of the Report of the Working Group, set up in West Bengal by the migrant squatter during the period from 1st January 1951to 16th December 1971.
2. The lands under these colonies may be acquired under the West Bengal Land Development and Planning Act, 1948. In case the provisions of the Urban Land (ceiling and Regulation) Act,1976 are attracted, the State Government may make an application to the competent Authority appointed under the Central Act for obtaining exemption from the provisions contained in Chapter III of the said Act of 1976 regarding the vacant lands, if any, situated within the urban agglomeration
3. The scheme is to be implemented during the 6th five year plan period. The expenditure in this scheme will be treated as grant-in-aid to the State Government and will be reimbursed from year to year in accordance with the procedure laid down in this Department's letter No. 21 (4)/67-Bud, dt. 19.7.69 and amended vide letter No. G 28019/ 21/76-Bud dated 10.11.76 and to the extent of the funds provided in Budget Grants of each year for the purpose. The State Government may work out financial implications involved as also the year-wise phasing the proposed expenditure on acquisition and year-wise programmes / targets for completion of the entire work and furnish the information immediately.
This letter issues in cancellation with the Finance Branch of this Department vide their U.O. No. 2269/FIN/78 dated 6.7.78.
