* MINUTES OF THE EXTENDED GENERAL MEETING HELD ON 09/11/2013 AT R.R.DIRECTORATE, KOLKATA.

Sri B.Pal, acting President, RROA initiated the discussion by addressing all, explained the cause of this meeting and requested for activate participation of the members.
Sri S.Bhowmick, Secy, RROA  then took up the discussion agenda wise.
                           At present, our two main demands have been – a) Revision pf Pay scale Bagging of two posts of Dy. Director. But the importance of our department has gone down as the chief work loads has dwindled considerably. The budget of the deparment also reflects this. Moreover, the pr. Secy. And Jt. Secy. R.R. Deptt. have, in recent time, expressed verbally that the department going to be wrapped up shotly. In this scenario, we should chalk out our strategy effectively and efficiently .
                            Recently, an attempt has been noticed to crub the existing power of our senior officers at the R.R. Directorate. A new Executive officers of Jt. Director rank in the R.R. Dte. Has been given charge of the all office works including the works of S.O. (P) and D.D. (C &H) which is not at all regular. As protest, the said two officers have given a representation before the Pr. Secy, R.R. with a request to cancel the order and reinstate them with the earlier works. It may be mentioned here there are five posts of Jt. Director (earlier Dy. Director) in the R.R. Dte. Compared to earlier seven posts.
                             In view of the latest circular by the Hon’ble Chief Minister, our department has to leave Writers’ Buildings by 30-12-13. So, there may be question of accommodating the Deptt. in the R.R. Dte. Through there is no written order but, it is apprenhended, that various drastic  steps might be taken to implement this. As a conquence, there is a possibility of a) Shifting and merging of several wings of Dte. To Sub-Divn./ District, b) Curtailment in the recruitment of fresh R.O.s.
                              Under  the circumstances, a) we need to convience the Deptt. the extent of pending R.R. works which may assume at least five years to complete, if not more. Besides, b) proper handing over of R.R. Land to the respective requiring bodies is very much indeed. Hence, c) reports from the Sub-Divns./Districts are required to reflect the position of the actual pending works for which a time frame has to be fixed. d) it is to be highlited that the Govt., the Central Govt. in particular, is responsible for the existing pending works. e) to think about the feeder post of R.O. as many of the L.D/U.D.s forego such promotions of late, but at the end of the day are demanding administrative post through promotion. There cannot be two ways of promotion
 Which should be set right forthwith. Hence, f) to think if an issue-based “Confederation” with other R.R. Oraganisations may be formed.
                                  Next, different members shared their own views/experiences as follows:-

  1. Sri S.Roy was in favour of fixing a time frame w.r.t. pending works. After that a proposal would be given to aborb R.R. Officers elsewhere by giving them proper and adequate training for the next job. This is to be done phase by phase, though, it may entail loss of seniority of officers. So, he suggested that chalking out a plan should be initiated right now.
  2. Sri A.Das suggested that a special drive should be given for the scale like for R.O.s & S.D.R.R.Os.
  3. Sri Sajal Roy mentioned Anxiously that in some areas Pattas are being given by L. & L.R.Deppt. So, in some category of R.R. Colonies under the Scheme of “ Nijo Jomi Nijo Nas (NJNB)” which is a serious infringement on the R.R. Departmental works.
  4. Sri U.Chakrabarty apprehended that the govt.might think to merge the R.R.Deppt. with L.& L.R. Deppt. So, our duty would be to make the govt. understand that the function and duties of R.O.s of L.R. set up and R.R set up are actually different. Rather we could focus on the Feeder Post, a there would be vacancies within W.B.C.S. cadre in the post of A.D.S.R, Jt. B.D.O. & etc. shortly, and pursue the govt. to consider our experienced officers. For this we should form a committee to put forward a proposal urgently.
  5. Sk. N. Haque, D.Bhattacharya, B.Ghosh expressed that assessment of pending work to be done forthwith.
  6. In view of the long service-life of the junior R.Os, Sri S,Mondal requested to put forward a well-depicted proposal to the govt. for induction in the post of A.D.S.R & Jt. B.D.O. etc.
  7. Sri B.Roy spoke about the prospect of revenue collection from the water bodies, market on R.R.Land which should be highlighted  in our pending R.R.works to impress the govt.
  8. Sri D.Gupta proposed for formation of two committees- a) to look into the preparation of the pending R.R. works within a stipulated time period; b) to examine the matter of absorption of R.O.s elsewhere.
  9. Sri M Aich Roy felt that the pursuance of Scale-hilke should be our main thrust. Besides, he informed that the technical hands viz. surveyors and K.Gos would not be available much after 2020.
  10. Smt. S.Lepcha expressed her displeasure that the members were not apprised of the various activities for the R.R.O.A timely. Notwithstanding, he felt for a discussion with other forum but wished that the decisions should be kept within ourselves only.
  11. Sri B.Pal & Sri P.P. Chanda both consented  in favour of going into “Confederation”
  12. Sri G.Ghosh opined that a “Confederation” could be only effectively when it is done efficiently with the forum(s) of officers of same rank and file.
  13. Sri D.P Ghosh also agreed to the ongoing discussion. But he maintained that we should propose for shifting of our officers en-block so that we could complete R.R.Works from the newly merged department.
  14. Sri D. Bhowmick pointed out that there was no govt. order either as regards declaration of surplus officials or winding up/shrinking of the Deptt. He also informed that though G.O.I had already abolished the Ventral R.R.Deptt. but still there is “ REHABILITATION” under home Deptt. So he appealed that RROA hould move the Chief Minister directly with our problems and demands.

                   Finally, Secretary, RROA concluded the discussion with the following resolution :-                   

                   A) A Proforma for pending R.R. Works would be sent to the members the report of which should reach Assocn. by 15th Dec.’13
                   B) Our demands to be pursued with all out endeavour.
                   C) Issue-based discussion with other organizations to be explored for farming up of a suitable “Confederation”
                   D) ACP & AGM would be held on consecutive days, preferably in the last week of January – 2014.
