(their) rehabilitation purpose. At the time of receiving grant of loan the concerned displaced person mortgaged his/her property, title-deed and all documents relating to the said mortgaged property in favour of the Government of West Bengal by a registered deed of mortgage.
2. As the Government has decided to remit all types of loans and interest thereof. It has become obligatory on the part of the Government to release the mortgaged property in favour of the mortgagor along with the title-deed and other related documents by a registered reconveyance deed.
3. If any mortgagor is found dead and/or a person/persons are claiming to be successors of the mortgagor either by inheritance or by a will or sale. the reconveyance may be made in favour of such successor/successors.
4. The concerned officer, who is releasing the said mortgaged property on behalf of the Government is required to be satisfied about the genuineness of the persons claiming to be the successors of the mortgagor under the aforesaid manner and for that an affidavit may be obtained from them about the nature of such inheritance or succession in lieu of a formal succession certificate.
5. The Deputy Refugee Rehabilitation Commissioner, West Bengal. and the concerned District Magistrates are accordingly requested to take necessary action to return those title-deeds and other related documents and to release the mortgaged property in favour of the mortgagor displaced persons in the manner as stated above.
