MEMORANDUM

Sub : Consequential action arising out of writing off of loans advanced to
all displaced persons from East Pakistan for rehabilitation purpose.

The undersigned is directed to say that the Governor is pleased to empower the,Deputy Secretary of Deput Director,  all District Magistrates including Additional District Magistrates,Sub-divisional Officers including Addl. Sub-divisional  Officers and all Executive DeputyMagistrates to sign on behalf of the Governor, all the instruments for the purpose of  registration of reconveyance deed and 'all title deeds arising out of conferment of_free hold  right, lease hold right to displaced persons_families as also all-instruments in  respect of all_ interchangeable consequential_and ancillary instruments..arising in this regard for execution  by such d.p.families.

2. The undersigned is further directed to refer to para 5 of this Department No. 3285(170)-B & A dt. 3. 9. 86 intimating that instruction in regard to reconveyance of mortgage deed in favour of the d. p. loanees were being issued shortly. His attention is invited to this Department No.4291(94)-B & A dated 20.11.85 attaching therewith a proforma deed of reconveyance in order to enable him to prepare the deed and take steps for release of motgage of loan documents. It has been decided that no separate proforma for reconveyance of mortgage deed is necessary since the aforesaid proforma deed of reconveyance sent with this Department aforesaid Memo. No.4291 (94)-B & A dated 20.11.85. will adequately serve the required purpose. However, a copy of the said proforma deed is again annexed hereto tor necessary action at his end.

3. Steps are being taken to allow exemption from stamp duty and registration fee and from formal "filing system" in respect of the instruments referred to above. Steps are also being taken to empower the R. R. Officers who are already functioning as Sub-Registrar in the matter of registration, of title deed instruments of the d. p. s. concerning R. R. & R. Department to continue as such for registration of reconveyance deed also.

4. All the required guidelines being now intimated it is expected that the output of the work will be achieved in terms of the target fixed in para 3 of this Department D.0. letter No. 151(16)-B & A. dated 1.10.86 and necessary report in the matter will be furnished to Government as stated therein.
