suggesting certain district•wise norms which I consider reasonable. My suggestion is based on discussion with Officers in the Refugee Relief & Rehabilitation Department and R. R. Directorate. Trn norms are stated as under:

(a) Districts : Calcutta 24 parganas(s) 24-parganas(n) & Nadia
(b) Districts : Hooghly and Burcfwan.
(c) Districts : West Dinajpur, Jalpaiguri. Conch Behar.Darjeeling and Malda. (d)Districts : Midnapore. Howrah and other districts not specified above.

1000 Loan Remission certificates per month and 500 Reconveyance Deeds per month.
500 Loan Remission Certificates per month and 250 Reconveyance Deeds per month
250 Loan Remission Certificates per month and 125 Reconveyance Ueedc per-month.
200 Loan Remission Cerliticates per month and 100 Reconveyance Deeds per month.

The above norms are my suggestions. but each District Magistrate & Collector should evolve his own targets and work schedule. Within the limitation of present natural calamity and coming elections, the District Magistrate & Collector should try his level best to ensure that the work of loan remission does not suffer and he should try to adhere to the norms fixed for this purpose. As the work is of great importance, the Government would like the District Magistrates and Collectors to ensure that the work proceeds continuously and with least disturbance inspite of the contingencies mentioned above. If any difficulty is faced or any problem is envisaged. I would wery much appreciate that you inform me immediately in advance, so that I can take the earliest opportunity to review and discuss the same with Divisional Commissioner or yourself, either at my periodic quarterly performance meeting held in the districts or in divisional Head Quarters, as the case may be.

4. I would request you kindly to work out your rronthly programme for issue of the Reconveyance Deeds and Loan Remission Certificates to the displaced persons keeping the above in view and personally supervise the implementation at all levels in the districts. A report about the work done in a month should positively reach me by the 7th of the following month.

5. I am to add in this connection that the displaced persons do not have to incur any expenditure on stamp duty and court fees for registration of the Reconveyance Deeds. You may kindly keep this 1" m,nri and issue instructions to your officials accordingly.
