Department in the 3 (three) districts of Nadia. Hooghly and North 24-Parganas. As per recommendation of the Srreening Committee of the state Govt., it was decided to close down the Homes in phases by rehabilitating the refugee families keeping one Home it. each district as Permanent Home for accommodating the permanent liability families o' all the Homes in the oistict. Accordingly, in North 24-Parganas district, Habra Home which is arranged in 2 camps. Camp-I and Camp-II. spread over an area of 20 acres and where most of the inmates belong to single unit families consisting of destitute. aged and infirm women, was proposed to be maintained as a permanent Home.

At present. this Department has two types of schemes for rehabilitation of Home families, one of which is called 'Rehabilitation Assistance Scheme' under which the inmates are granted Rs. 10.000/-(Rupees Ten thousand) only in lump as assistance if the individual wishes to live with her relatives or family members outside the Home. There is another scheme under which the families that are considered for rehabilitation are given the following rehabilitation benefits
(a) Small plot of land wi•ere available.
(b) Maintenance grant Rs. 45/- per head per month for 3 (three) months.
(c) House-building loan @ Rs. 9,000/- per family.
(d) Small trade lean Rs. 5.000/- for multi-unit family and Rs. 1.000/- per a single unit family.
3. While a few families are taking rehabilitation under these two schemes, as quoted above. the process is very slow. In many Homes, including Habra. there is a demand for in-situ rehabilitation even from the families which consist of single aged women. In that context, the proposal for in-situ rehabilitation of the inmates of the Habra Home was under active consideration of the Govt. for sometime past.
4. After careful consideration of the matters the undersigned is directed by order of the Governor to say that the Governor is hereby pleased to decide that Camp-II of the Habra Home be set aside as a Home for permanent liability families of the Habra Camp and other Camps of the District, by transfer and Camp-I be set aside for rehabilitation of those families who intend to take in-situ rehabilitation under the terms and conditions as noted below.
4.1 Under the proposed scheme, the conditions for eligibility for rehabilitation will be as follows : (i) She should be a registered dolee.
(ii) She should have indicated her willingness to take in-situ rehabilitation
(ii) Before seeking in-situ renabartation she should have surrendered to the Government any excess rooms occupied by her or her family.
(iv) Any accommodation held by her or by her family members in excess of the rooms for which she or her family are eligible under the present scheme [i.e. one living unit for single unit family and 2 (two) living units for a family having 2 (two) or more dolee members) should be handed over to the Governement
