be sent to the Deputy Refugee Rehabilitation Commissioner in respect of the allotted vacant plots. The topography (i.e. high/low/marshy/tanks/structure) should also be reported along with the proposal. The District Magistrates shall also report whether there will be any resistance from the local people while giving actual delivery to an allottee of the plots. In urban areas. not exceeding 1 + cottahs should be allotted (wherever feasiole) in case of fresh allotment. Revision of map and L.O.P. as required, should be undertaken.

(2) Wide publicity should be given regarding the availability of plots. The applicants must be bonafide refugee and belong to a low income category (monthly income not exceeding 2.000/-) Home families should be given priority and should be considered accordingly against these plots. The applicants should apply to the District Magistrate concerned along with the attested copies of refugee status papers, monthly income relevant material particulars and a declaration to the effect that he/she or none other of his/her family has any residential building or landed property in India.

(3) On receipt of the applications the District Magistrates should prepare colonywise list of applicants and should send them to the Deputy Refugee Rehabilitation Commissioner R. R. & R. Directorate. 10. Camac Street. Calcutta-700 017. within 2 months from the date of issue of this Memo. Proposal in respect of one Colony or a number of colonies may be sent at a time. The report from the Sub-Divisional Officers should have the approval of the concerned District Magistrate/Additional District Magistrate. It may be noted that at least 3 (three) names should be proposed against each plot for allotment so that selection can be made.

(4) After the list has been vetted by the Deputy Refugee Rehabilitation Commissioner, final allotment of plots may be made through lottery among to eligible candidates by the District Magistrate/Additional District Magistrates/Sub-Divisonal Officers. as the case may be, in presence of the candidates select for allotment.

(5) The Refugee Relief & Rehabilitation Directorate will clarify inter alia the points if any in the matter of rehabilitation of Home families in the concerned plots interpretations not expressed in this Memo. shall also be clarified by the Deputy Refugee Relief & Rehabilitation Commissioner.
