of plot by a original plot holder to his/her son/daughter/hasbandiwife so as to enable him/her to get house building loan for construction of residential house meant for accommodation of the family members as a whole. But such transfer will be allowed on the basis of (1) The affidavit filed by the Allottee expressing his desire to transfer the plot in favour of his/her son/daughter/husband/wife so as to enable him/her to construct residential house by taking house building loan, (2) The affidavit submitted by tne other family members of the allottee stating that they have no objection for such transfer to one of his family members of his/her choice (3) An affidavit to be submitted by the proposed transferee stating that he/she has no landed property whatsover anywhere in India.

The undersigned is directed to refer to this Department's Order Nos. 1424 (30)-Rehab. Dated 16.4.90 and 4228 (32)-Rehab. datet 22.12.92. on the subject mentioned above and to state that no favourable response in the matter of allotment of such plots has been received from the concerned officers as yet due to the cumbrous procedure outlined in the aforesaid orders. As a result, the Interest of bonafide displaced persons has been suffering very much thereby increasing the cases of unlawful squatting.
2. Considering the matter from all aspects. the undersigned is directed to state that henceforth the Refugee Relief & Rehabilitation Directorate will process the prayers of individual petitioners for allotment vacant homestead plots of land in Government Sponsored Colonies with the help of R. R. & R. Offices in the districts and Subdivisions. After scrutinising the prayers the R . R. & R. Directorate should forward only the cases of eligible and deserving candidates to the Government in the Refugee Relief & Rehabilitation Department. On receipt from the R. R. & R. Directorate, such proposals will be placed before the Minister-in-Charge by the Refugee Relief & Rehabilitation Department for favour of approval. On receipt of Minister-in-Charge's approval, allotment letters including physical possession shall be issued to the eligible displaced persons from the Refugee Relief & Rehabilitation Directorate.
3. The instructions contained in this Department's Order Nos. dated 16.4.90 and 4228 (32)-Rehab. dated 22.19..92 may be kept better method of distributiin is adopted.
