In case where the developed as well as undeveloped colonies in urban areas have not yet been made over to the Municipalities, the watery areas in such colonies should be leased out to local Fishermen's Co-operative Society of Fish Production Group. as are available, with preference being given to the Fishermen's Co-operative Society or Fish production Group formed by the displaced persons from former East Pakistan for a period of 9 (nine) years after which the lease will be renewable with revision of rentals as will be assessed by concerned Land Acquisition Collectors in due course
The Fishermen's Co-operative Socieiy or Fish Production Group will be the lessees of the Municipalities as and when such colonies with all the assets are made over the Municipalities in future.
2. As regards rural areas, it may be informed that the Panchayets have been found not to be interested to take lease of tanks and watery areas for pisciculture on reasonable rentals. In view of their reluctance it has been decided in consultation with Fisheries Department of this Government that the tanks and watery areas should be leased out to the local Fishermen's Co-operative Society of Fish Production Group formed by the displaced persons from former East Pakistan for a period of 9 years after which the lease will be renewable with revision of rentals as will be assessed by the concerned Land Acquisition Collectors in due course.
In all such cases except where colonies have already been made over to the Municipalities, proposals for allotment of tanks and watery areas in favour of Fishermen's Co-operative Society and Fish Production Group should come to this Department from the District Magistrates through the Refugee Rehabilitation Commissioner, West Bengal and lease agreement in between the Fisherman Co-operative Society/Fish Production Group and the Refugee Rehabilitation Commissioner. West Bengal will be made after necessary allotment of tank/watery areas in favour of the Fishermen's Co-operative Society or Fish Production Gourp is made by Government in the R. R. & R. 'Department.
This supersedes this Department's G.O.No. 3799-Rehab. dated 3.7.80.
