Sub : Allotment or RR & R Department Land for Schools, Colleges,
Clubs. Libraies, Hospitals, Working Girls" Hostels, Parks, Markets, Tank
Fisheries. Homestead lands and other Schems.

The undersigned is directed to say that this Department has been considering for sometime in the past that the existing practice for allotment or RR & R Department land for Schools. Colleges, Clubs, Libraries, Hospitals, Working Girls' Hostels, Parks, Markets etc. should be modified and additions and alterations thereto should be consolidated in the form of a general scheme. Accordingly, the following general Scheme will be followed henceforth for allotment of land

   1. Schools :
      1. In regard to Schools, 99 (ninetynine) years' lease may be granted at a token rent or Re.1/- per annum to the recognised Institutions for the land of which they are in actual possession. The lease deed will be liable to cancellation if the land is not used for the purpose for which the lease is granted.
      2. Proposals for lease of additional land for play-grounds or for extenston/upgradation of a School may be considered on a case-by-case basis.
      3. Cases for grant of land on lease to new Schools may also be considered on the same terms and conditions as are indicated in this Department Order No. 4742-Rehab/5L-30/80 dated 3.8.81.
   2. Colleges :
      1. While a School is a essential requirement for a refugee colony, a college is not. Besides, the lands required for a College are also larger in quantum. Therefore, if the RR & R Department is in a position to spare the lands, the lands shall be transferred to the Land & Land Reforms Depatment for necessary action.
      2. However, .there are a few cases of Colleges which have been set up in areas of refugee concentrations, with lands granted directly by the RR & R Department and proposals have subsequently been received for expansion of the College or setting up its Hostels. In such cases additional lands may be granted on 99 (ninetynine) years' lease on a token rent or Re.1/- per annum directly by the RR & R Deptt. This modifies this Deptt's Order No.4742-Rehab/5L-30/80 dated 3.8.81.
