1. The undersigned is directed to say that in connection with regularisation of the squatters' Colonies under the displaced persons Squatters' Colonies Scheme of the R. R. & R. Department, various plots of land belonging to the different Ministries of the Govt. of India now stand handed over to the R. R. & R. Deptt. of this Government. To effect immediate formal transfer of such lands, the procedural formalities, as embodied in the Executive Instructions contained in Chapter XV of the L.A. Manual 1951 read with Land Transfer Rules, have to be generally followed. As the procedures involve time consuming factors, a question has arisen, if the lands so handed over may be deemed to have been resumed and handed over to the R. R. & R. Deptt. by the L. & L. R. Deptt.
2. After due consideration of the matter, it has now been decided by the Government in this Department that the procedures laid down in the L.A. Manual may be followed on paper only so that instantaneous resumption and transfer to the R.R. & R. Deptt. could be effected. The R. R. & R. Deptt. will, however, furnish the requisite particulars of the subject land(s) to the Divisional Commissioner concerned and the Secretary, Board of Revenue as they are required to be kept appraised under the existing procedure of such transfer of land(s) besides the concerned District Land & Land Reforms Officer. A copy of the proforma used in this connection normally by this department is enclosed for guidance.
3. It has also been decided that the land value assessed by the L.A. Collector'n case of such transfer will no longer require vetting by the L. & L. R. Department.
