Collectors/1st Land Acquisition Collector, Calcutta to prepare estimate of land value for acquisition of land under the provisions of West Bengal Land (Requisition and Aquisition) Act, 1948, i.e., Act II of 1948, in respect of the lands of the approved Post-'50 Squatters' Colonies, the list of which has already been sent to him alongwith the G.O. No. 1533-Rehab. dated 16.5.87. He is requested to submit an attested copy of such estimate as has been sanctioned by him to the Govt. in the R. R. & R. Depatment for necessary allotment of fund. If the estimate exceeds the financial limit of the Collector, the Collector will then submit the same to the Divisional Commissioner for necessary sanction. The Divisional Commissioner after sanctioning such estimate will move the Govt. in the R. R. & R. Department with an attested copy of the estimate for necessary allotment of fund. If the estimate exceeds the financial limit of the Collector as also of the Divisional Commissioner, the same will have to be submitted to the Govt. in the R. R. & R. Department direct for vetting and placement of fund.

Sub :Transfer of Govt. land owned by different Deptts. of StateGovernment in favour of R. R & R. Deptt. for regularisation of displaced persons Squatters' Colonies, approved by Government.

 

1.From time to time Government of India have approved regularisation of displaced persons' Squatters' Colonies in West Bengal in different batches.

2. Out of all categories D. P. Squatters' Colonies since approved by the Government of India. more than 100 Squatters' Colonies have so far been identified to be on State Government's lands (other than Khas/Vested lands). After due identification and verification with record of right, formal proposals with necessary site plans and other relevant land schedules were either sent or are being sent by R. R. & R. Department to the different owning Departments (like I. & W. Deptt.. Forest Deptt., M. D. Deptt.. Education Deptt..Panchayat of C. D. Department, Agriculture Deptt., P.W. Deptt., Home Deptt. etc.) for transfer of the land to R. R. & R. Department for the purpose of commencement of CONRIT-Survey and conferment of title deed to the displaced persons.

3. The State Government in the R. R. & R. Department with the approval of the Chief Minister, West Bengal took a decision on 10.1 1 86 to issue free-hold title deedsto the occupants of approved Squatters' Colonies and accordingly issued an order for giving free-hold right and title deeds to the occupants of approved displaced persons colonies situated in Urban/Municipal areas on State Government's Khas/Vested or departmental lands. But inspite of that decision, the position of transfer of State Government Departmental lands from the concerned owning Departments in favour of R. R. & R. Department was found to be severely lagging behind, as there was no response from
