MEMORANDUM
Sub : Rehabilitation assistance to the Home/Camp inmates wno have been
appointed as Govt. employee in the Production Centres under the
Administrative Control of the R. R. & R. Department

Consequent upon decision taken by the Government under Order No. 1213-H & M/12P-4/98 dated 23. 7. 98. all the daily rated workers except those who were over 60 (sixty) years of age. of the three Production Centres. namely Uttarpara Production Centre. Habra Production Centre and Titagarh Production Centre under this Department. have been brought under regular salaried establishment with effect from 23. 7. 98. A question has now arisen on (i) whether the Home/Camp inmates who have been absorbed in the Production Center under this Department on regular empioyment and loping it the Home/Camp. are entitled to draw House Rent Allowance as per provision of Rule 13 of W. B. S. (ROPA) '98 issued under Memo. No. 7309-F dated 16. 10. 98 (ii)whether such an employee is entitled to any rehabilitation benefit which are normally
allowed to the Home/Camp inmates and (iii) whether such an inmate of the Home,Camp is entitled :o get Cash dole and dry dote as generally allowed to the inmates by the Government.
2. After careful consideration of the matters. the Governor is hereby pleased to decide as follows :-
(a) An inmate of any Home/Camp under this Department is now a Government employee is not entitled to get cash dole and dry dose. generally allowed to other inmates who have no other means of sustenance by the Government
(b) An inmate of Home/Camp under this Department who is now a Government employee is not entitled to draw H. R. A. as he/she has since become a non dolee and as such cannot be treated as a camp inmate. In case such an employee is still living in the accomodation provided in the camp. he/she will not be entitled to draw H. R. A till such time he/she vacates the camp accomodation.
(c) Notwithstanding anything contained above, this will not debar such an employee from getting other rehabilitation benefit admissibla to a displaced person/regular refugee family not camp inmates subject to fulfilment of eligibility cntera etc.
3. This order takes immediate effect.
