MEMORANDUM
Sub : Transfer of administrative control of Dhubulia Homes & Infirmary
and Coopers' P. L. Home to the D. M. Nadia and S.D.0. Ranaghat
respectively.

It has come to the notice of the Government that supply of foodgrains to the inmates of Dhubulia Homes & Infirmary and Coopers' P. L. Home has been delayed frequently due to the existing arrangements for lifting of the foodgrains from the Food Corporation of India. As a result the inmates of the both Homes are facing much troubles for not getting their dry doles e. Rice. and Wheat in times as well as the R. R. & R. Directorate being the Controlling Authority has been facing embarrassing situation time to time.
2. Considering the hardship of such inmates and to ensure arrangements for regular supply of foodgrains in time to the inmates. It has been decided by the Government that henceforth the administration of Dhubulia Homes & Infirmary and Coopers' P. L Home shall be under the control of the District Magistrate, Nadia arid the Sub-Divisional Officer. Ranaghat respectively. Allotment of fund for maintenance of administration and purchasing of foodgrains and lifting of the same from Food Corporation of India will be made in favour of the District Magistrate. Nadia and Sub-Divisional Officer, Ranaghat. The DiStrict Magistrate, Nadia and the Sub-Divisional Officer. Ranaghat will arrange for titling of foodgrains from Food Corporation of India well in time according to the requirement with such fund.
3. Power of Drawing and Disbursing Officers on the Administrator. Dhubulia Home & Infirmary and Coopers' P. L. Home is hereby ceased and transferred to the District Magistrate. Nadia and Sub-Divisional Officer, Ranaghat respectively in respect of Dhubulia Home & Infirmary and Coopers' P. L. Home.
4. The District Magistrate, Nadia and the Sub-Divisional Officer. Ranaghat shall furnish requisition for fund to this Deptt. on the basis of actual requirement well in advance so that there may not be any delay in allotment of fund.
5. Administrators & Dhubulia Home & Infirmary and Coopers' P. L. Home are hereby directed to surrender the unspent amount of fund, which has already been allotted for office maintenance, to the District Magistrate. Nadia and the Sub-Divisional Officer. Ranaghat under intimation to this Deptt.
6. The Refugee Relief & Rehabilitation office at Dhubulia will be controlled by the District Magistrate, Nadia and the R. R. & R. Office at Coopers' by Sub-Divisional Officer. Ranaghat. However, the staff attached to those offices' will be borne on the R. R. & R. Establishment as at present.
7. The concerned Treasury Officers are being informed.
