(c) the lessee will not be entitled to transfer the title within the period of lease without prior permission of the State Government. The State Government are requested to ensure that there is no scope for alienation of land for speculative purpose. and transfer is allowed only in exceptional and genuine cases of hardship.

(d) When the first permission to transfer the title is given to the lessee. the lessee will be required to pay 50% of the sale price to the Government which amount will be remitted to the Central Head of Account viz. W. B. Social Security and Welfare Relief and Rehabilitation of displaced persons from former East Pakistan and a provision to this effect will be included in the lease deed. For subsequent sales it will be for the State Government to lay down any conditions they deem fit.

(e) other terms and conditions of lease will be issued as considered necessary/ desirable by the State Government. The State Government will act as the Lessor in the cases of lease-hold plots. They will appropriate the annual ground rent to be recovered from the Lessee and will watch the terms and conditions of the lease including issue of lease deeds etc. The Central Government will not bear any sort of the expenditure on this account.
No stamp duty shall be payable by the displaced persons on the conveyance/ lease deeds which shall be borne by the Government.
The expenditure incurred upto 31.5.1974. on the acquisition of land and its development in Govt. Sponsored and approved Squatters' Colonies, which was being treated as a loan to the State Govt. hithetofore will now be converted into a grant. The detailed procedure for conversion of the loan into grant will be communicated separately.
In respect of the plots which are in unauthorised occupation or is vacant, the State Government will arrange their allotment to the eligible rehabilitab!e displaced families in P.L. Homes in West Bengal. In case of any plot not being allotted the State Government will pay to the Central Government 50% of the current market value of the plots to be got assessed through an approved agency. The State Government will supply a list of such plots in each colony at the time of conversion into grant of the various loans in question.With effect from 1.4.1974 the Union Rehabilitation Department will only bear the cost of acquisition of land in the colonies in question which is still payable. As regards further development of these colonies in urban areas. it will be done either by the Calcutta Metropolitan Development Authority or the Municipal Committees concerned in whose jurisdiction a paticular colony falls. In rural areas the development of the colonies will be taken care of under the Minimum Needs or other relevant programme of the State, and the Rehabilitation Department of the Government of India will not bear any part of the expenditure on development which might be incurred by the State Government within 1.4.1974.
