The undersigned is directed to say that the refugee beneficiaries have already been exempted from payment of stamp duty and registration cost in terms of Finance (Taxation) Department Order No.841-P.T dated 20.4.51 and 4213-F.T dated 20.10.7 and Judicial Department Order No.2204-Regn. dated 6.7.79(Copies enclosed).
The refugee families awaiting rehabilitation are not therefore required to pay for the same for execution of instruments or documents, conveyance or reconveyance deeds if and when sponsored by the State Government in the R.R. & R. Depatment.

sub: Conferment of right and title on displaced persons over lands
in Government Sponsored and approved Squatters' Colonies.

The undersigned is directqd by order of the Governor to say that the Governor is pleased to accord approval to the conferment of right and title on displaced persons over home-stead or agricultural lands or both which were allotted to them as a rehabilitation measure in 518(Five hundred and eighteen) Government sponsored and 149 (one hundred and forty nine) approved Squatters' colonies on the terms and conditions laid down below :
I. Government Sponsored Colonies
1 In Government Sponsored Colonies iands shall be transferred in the manner hereinafter stated only to those displaced persons in respect of whom allotments of land were al;vady made under orders or instructions of the Government which were in force from time to time.
Homestead lands in urban colonies shall be transferred to the displaced persons referred to above on lease hold basis on the following terms. namely:
(a) that the period of lease shall be ninety nine years;
(b) that the lessee shall pay to the Government ground rent at the rate of Re. 1/- per one hundred square yards or a fraction thereof per annum:
(c) that during the period of lease the lessee shall not have any right to alienate the land in any manner whatsoever without prior written permission of the Government which may be granted at the discretion of the Government only in cases of genuine and exceptional hardship and on payment to
