(iii) The state Government have decided that entitlement of homestead plot per family in urban areas shall not exceed 5 (five) Kothahs ordinarily. This aspect may be kept in view while preparing plan and proposals for acquisition in d. p. squatter’s colonies. If there are extra-ordinary circumstances to warrant any departures from this entitlement per family per plot, the reasons for that may be explained separately L. A. proposals.
(vi) in respect of land belonging to the various Departments of the State Government and the Government of India, transfer proposals may be initiated as early as possible. It is necessary to follow time-bound programmers at various stages and at different levels so as to complete the process of lane transfer within a period of three years.
(v)The regularization of all squatter’s colonies within the stipulated time schedule without hindering the pace of normal rehabilitation work will undoubtedly create a massive volume of work for the district and sub-divisional administration . The processes of land acquisition and land transfer will involve statutory compliance with all the provisions laid down under the Acts. This will require strengthening of the staff engaged in both rehabilitation work and land acquisition work in the district and sub-divisional offices. This Departmentin consultation with the Land & Land Reforms Department is finalizing the requirement of various categories of additional staff and the modalities of their appointment which will be communicated in due course. For the present , however , the work of regularization of all squatters colonies has to be started with the existing staff. In R. R. Offices the staff in its full strength should be deployed and utilized under close and effective supervision of the district and Sub-divisional authorities. Additional staff may, for the present , be deployed from within the existing strength by the district and sub-divisional authorities
(vi) Conferment of right and title to displaced persons will have to follow on completion of the processes of land acquisition/land transfer. The whole scheme of regularisation including distribution of title deess will have to be completed in five years time.
3. It is necessary to follow strictly the procedural aspects of claims of reimbursement of expenditure towards regularisation of squatters' colonies. For submission of quarterly claims for reimbursement of expenditure to the Government of India the requisite information has to be obtained in the prescribed proforma (ANNEX-IV) from the different districts. The district authorities are, therefore, requested to furnish quarterly reports of expenditure in the prescribed proforma at the close of each quarter.
4. The work of regularisation of the approved squatters' colonies should commence right now. For implementing the scheme further instructions and guidelines as might be necessary will be issued from the Department.
