comprised in the lease of the patta-holders from one Department to another of the same Government for the purpose of granting free-hold right and title.
3. After careful consideration of the matter, the Governor has been pleased to decide that the R. R. & R. Depptt. may straightaway grant free-hold right and title under their scheme in favour of the eligible displaced persons in respect of the lands which have been settled with them under Sec. 49 (1) of the West Bengal L. R. Act with delivery of Pattas, without the lands being formally transferred from the Land & Land Reforms Department to the Refugee Relief & Rehabilitation Department.
4. The Governor has been pleased to decide that the Refugee Relief & Rehabilitation Department shall identify, in consultation with the Collector of the District, the Patta lands for which grant of free-hold title may be considered. For the purpose of proper accounting of such lands, the said department shall furnish to the Collector detailed list of lands for which free-hold titled deeds shall be delivered by the Department. The Collector, in their turn, will keep this Department informed of the particulars of such lands.

In continuation of this Department Memo. No. 1240(17)-Rehab. dt. 20. 4. 87. the undersigned is directed to say that as per present policy of the Govt. lease deeds for 99 years granted to the refugee settlers in urban areas are being converted to free-hold deeds. But in no case of such conversion any change like inclusion or exclusion of name/ames in the converted title deeds can be allowed under any circumstances where the lessee is alive.
