II Development of Land
1. Standard of development shall be in accordance with the "Report of the Development Committee on the standard of development in Government Sponsored Rural Refugee Colonies in West Bengal" and the "Report of the Development Committee on the standard of Development in Urban Refugee Colonies in West Bengal."
2. Cost of development per family shall not exceed Rs. 1600/- in the case ofurban colonies and Rs. 500/- in the case of rural non-agricultural colonies. Urban colonies will be colonies in the urban area as defined in Section I Para 4 above.
3. Before urban colonies are taken up for development, undertakings will be obtained from the nearest Corporations, Municipality or other local body that they will include the colony in the Municipal area or maintain the services in the colony otherwise. Failing this, a separate local body will be set up for the maintenance of the services in the colony, before development is indertaken.
4. Schedule of Rates of the State Public Works Department for various items of work shall be followed.
5. Departmental charges shall be allowed at the rate prescribed in this Ministry's
letter No.1 (22)/59-H. P.T., dated 27.7.1960 (copy at Appendix III to these instructions) In case of development of land in squatters' colonies the pro-rata cost of development from the displaced persons who have squattered after 31.12.1950. will be recovered in cash before Arpanpatras are given to those squatters.Urban Loans
III.Rehabilitation Loans
Land purchase and house building loans may be given to the entitled squatters subject to the following ceilings:
Urban Loans
1. Land purchase .................. Rs.1,600/-
Note : This celing has been raised from Rs. 1000 to Rs. 1600 with the provision that individual cases will be scrutinised carefully by the State Government.
2. House building including construction of sanitay latrines. .................. Rs.1,450/-
Rural Loans (for non-agriculturists).
1. Land purchase .................. Rs.200/-
2. House building .................. Rs.500/-
