6. To be eligible for refugee status, a displaced person should have migrated from the former East Pakistan on a date prior to 25-3-71. For the purpose of the scheme, the existing instructions of the Government as contained in Govt.Orders issued from time to time in regard to the definition of refugee status of person, mode of determination of refugee status. the eligibility for granting of free-hold title deed and all other procedures will be followed.

The undersigned is directed to say that in G.O. No.3474-Rehab./S-715 (RR)/95 dated 29.12.95 it was stated that unrecognised colonies included in the list annexed to the G.O. which had not yet been recognised by the Govt. of India would be surveyed and the proposals for transfer of lands would be sent for those colonies where the squatters are refugees squatting over an area of land which is wholly owned by the State Govt. Thereafter refugees squatting incolonies situated wholly on lands belonging to the State Govt. will be granted free hold title deeds on fulfilment of the usual eligibility criteria and on the usual terms and conditions. It was also decided that this Department would make survey of the landsand place the requisition for transfer of the lands with L. & L. R. Department.
But it is noted that the survey of the lands has not yet been taken up. It is. therefore, necessary that the particulers about the colonies, lands and settlers on the lands of the colonies should be obtained from the districts urgently.
With the above object in view, the undersigned is directed to forward herewith a proforma of report on particulars about the colonies lands etc. It is enclosed and marked annexure "A". The procedure of undertaking the survey of the lands on the colonies is also enclosed and marked Annexure "B". A copy of the Govt. order No. 3474-Rehab./S-715(AR)/95 dated 29.12.95 is also enclosed herewith and marked "C".
