2. In my predecessor's D. 0. No. 65 (16)-Rehab/7L-10/83 (Suppe Vol. I) dt. 18.6.87 (copy enclosed) instructions were issued to the District Magistrates for setting up a Implementation . Committee at the District Level as well as at the Sub-divisional level for the purpose of periodical review and monitoring the progress of work undertaken in your district.

3. At the District level the committee should be presided over by one of your Addl. Dist. Magistrates and at the Sub-divisional level by the respective S. D. 0.s. The WBCS Officer-in-Charge of Rehabilitation work, a senior R. R. Officer of District/Sub- division, the Land Acquisition Officer entrutsed with the R. R. work and such other officer as you may deem necessary will be members of the Implementation Committee. Two members nominated by a recognised non-Official organisation working in the field of Refugee Rehabilitation may be included in the Committee of the District/Sub-division.

4. The Committee members should sit at least once every month to review the progress of work with reference to targets and sort out problems and bottlenecks at various stages of implementation through mutual discussions across the table. The minutes of the meeting of the Implementation Committee are to be forwarded to the Refugee Relief Commissioner at 10, Camac Street, Calcutta-17 and also to the R R. & R. Department regularly by the 1st week of the next month.

5. I would request you kindly to re-activate the Implementation Committee of your District and to see that the meetings are held regularly, at least once a month.

The Governor is hereby pleased to constitute a State Level Monitoring Committee under the Chairmanship of the Chief Secretary to the Government of West Bengal with the following members for reviewing & monitoring of the progress of work relating to regularisation of Post-50 squatters' Colonies of displaced persons in West Bengal. The committee will monitor progress of work in respect of requisition/transfer of land, distribution of title deeds to the regularisable displaced persons within the stipulated frame of time.
