(b) Time to time review and constant monitonng of the progress of work and performances at various stages

3 As regards periodic targets, I would like to request you to fix up such targets on quarterly as well as annual basis in consultation with the officers involved in the work having regard to the refugee concentrations, number or D. P. colonies to be handled in your district under regularisation operation. The R. R. Officers as well as the land. acquisition officers would be given responsibility for achieving these targets and they should be answerable to you in case of any default or failure to achieve such targets.

4. For the purpose of periodical review and monitoring the progress of work, an Implementation Committee may be set up at the district level, as well as at the sub- divisional level or only at sub-divisional level where regularisation work is in progress. under your executive orders. At the district level the Committee may be headed by one of your A. D. Ms and at the sub-divisional level by the respective S. D. 0.s. The WBCS Officer-in-charge of rehabilitation work, a senior R. R. Officer of the district/sub- division. the Land Acquisiton Officer entrusted with the R. R. Work and such other officer as you may deem necessary will be members of the Implementation Committee. Two members nominated by recognised non-official organisation working in the field of refugee Rehabilitation may be included in the Committee in your district/sub-division. The Committee will sit at least once every month, review progress of work with reference to targets and sort out problems and bottlenecks at various stages of implementation through mutual discussions across the table. The minutes of the meetings of the Implementation Committee should be forwarded to the R. R.& R. Deptt. regularly. positively by the 7th of every month.

5. I would request you to give utmost priority to the proposal recorded above and to take immediate action for fixing periodical targets and setting up an Implementation Committee . for the district/sub-divisions on the line suggested, I shall be grateful if a detailed report on the actions taken by you is sent to me at your earliest convenience.

1 It is necessary to ensure that any residual work relating to the regularisation of the Colonies recognised by Govt. of India is speedily Completed. You have already received instructions regarding the work to be taken up for the 998 Colonies. It is now necessary to suitably organise your manpower available into teams and draw up' and careful monitoring programme of the work to be taken up by each team. For this purpose it is necessary to reactivate the District Implementation Committees.
