Policies and programmes in the respective Colonies and suggest suitable measures regarding any problem that may arise in regard to implementation of such policies and programmes.

5. The Goverment in the R. R. & R. Department, the Directorate and the other R. R. Offices may accept or reject such suggestions or proposals submitted by the Colony Committee after due consideration.

6. The Commlitees should extend all co-operation and help to the Government officials who visit the Colonies for survey, enumeration, registration and distribution of deeds and all other connected works.

7. The Committees will work as a consultative body/in advisory capacity without any statutory powers.

8. The Committees should try to prevent encroachments on colony land/individual plots and bring to the notice of the local authority of the Government any such encroachments.

9. The Committees should desist from allotting, sub-allotting and demarcating plots of land or areas of the Colony. They should not also authorise lease or sub-letting of tanks and water areas in the Colony without specific written permission from Govt The Committees, however, will be entitled to offer their view points on all such matters. The Government will appreciate any help. advice and guidance that may be offered by the Colony Committee on these matters.

10. The Government in the R. R. & R. Department may cancel recognition that has been extended to any Colony Committee without assigning any reason.

Dear Shri. [D. M.]
The policies and guidelines to be followed in the matter or regularisation of D. P. Squatters' Colonies have been sent to the district authorities from time to time by this Department. It is expected that the official machinery under your control has already been sufficiently streamlined and made ready to start with the new burden to work. The R. R. set up and the Land Acquisition set-up associated with the regularisation work will be strengthened with additional technical and non-technical staff and other infrastructure as far as possible within a short time.

2. Now coming to the implementation within the time frame as prescribed by the Government of India. I would like to give utmost emphasis on two action-points and advise you to take follow-up measures accordingly :
(a) Drawing up of targets for distribution of right and title deeds and for land acquisition and land transfer work. The total work may be divided into annual targets and further sub-divided into quarterly targets and all out efforts have to be made to achieve these annual and quarterly targets.
