In supersession of the orders communicated with this Department Memo No. 4597-8 & A/B 2M-10/69 dated 2. 4. 59. the undersigned is directed to say that the Governor is pleased to empower the Refugee Rehabilitation Commissioner, West Bengal and other officer of the R. R. Directorate to incur expenditure to the extent shown in the annexed statement subject to provision of funds by Government. until further orders.
The purchase Board set up in the Directorate for the purchase of articles in connection with the relief and rehabilitation of displaced persons will continue to function for all purchases required to be made by the Directorate by invitation of tenders or in emergent cases, by taking quotations. The intervention of the Purchase Board will not. however, by necessary in respect of item 1. 8, 12, 16 and 27. For other items also the Purchase Board need not be consulted where local purchases have been specifically authorised in these orders.
