(viii)  Government of West Bengal will execute the Scheme.

(ix)  Land belonging to those Displaced Persons, who have already acquired ownership by any means will be excluded from acquisition proceedings.

(x) The expenditure will be treated as Grants-in-Aid. The State Government will first incur expenditure and then claim reimbursement as per procedure laid down in this Divisions letter No. 21(4)/67-Bud dated 19 th July,1969 (copy enclosed) as modified from time to time. The State Government will also produce audit certificates from State Accountant General for the actualexpenditure incurred by them in the proforma prescribed in this Divisions letter No. G-28019/21/80-Bud dated 1st Septembe, 1982 (copy enclosed).

2. Along with Quarterly claims for reimbursement of Expenditure the State Government should furnish the details of land acquired during the quarter in the proforma at Annexure-II. The requisite information in the prescribed proforma should reach this Division within one month of the close of the quarter i.e. by end of July (April to June). October (July to September), January (October toDecember) and April (January to March) respectively.

This issues with the concurrence of the Finance Branch vide their I. D. No. S-4/Fin/87 dated 27-2-1987.
