Sub: Regularisation of squatters' colonies set up by Displaced
Persons from former East Pakistan in West Bengal during
the period from 1-1-1951 to 25-3-71.

I am directed to refer to your D.O. letter No. S-1000 dated 29th November. 1986 and to convey the approval of the Government of India towards incurring an expenditure of Rs. 84.36 crores for acquisition of nearly 1429.68 acres of land (as indicated in ANNEXURE-I) in the 607 Squatters' Colonies set up by Displaced persons from former East Pakistan in West Bengal during the period from 1-1-1951 to 25-3-1971, the lists of which were furnished by the State Government along with their letter under reference. The approval will be subject to the following terms and conditions :
(i) The colonies set up between 1-1-1951 and 25-3-1971 only will be regularised.
(ii) No further lists of squatters' colonies will be admitted by the Government of India and the present list will be treated as final.
(iii) Escalation in land cost due to delay in acquisition of land beyond three years, if any, will be borne by Government of West Bengal themselves.
(iv) The Scheme including distribution of title deeds will be implemented in five years,
(v) For implementing the scheme, staff will be sanctioned by Government of India on 50% sharing basis after taking into consideration the staff already in position. Staff proposal when received will be considered separately. No staff expenditure for implementing the scheme after the expiry of five years period will be borne by Government of India.
(vi) The assistance will be admissible to original displaced persons families who had migrated to India irrespective of the fact that they joined a camp or not. However, no assistance will be admissible to split up families and non-displaced families.
(vii) Land in actual possession of eligible families will be acquired subject to a limit of 2 & 1/4 cottahs for house site and 1/2 cottah for common use.
