ORGANISATIONAL STRUCTURE
It is through a process of evolution that the organisational set-up and the methods followed for dealing with the influx of refugees from East Pakistan have become what they are today. This evolution has been rapid and the conditions through which it passed were unstable. To a certain extent, therefore, it is inevitable that there should be loose ends in both. Endeavours have been made in the past and are still being made to structure this organisation on a formal basis consistent with the present requirements and to lay down clear principles and rules of procedure.
A. THE DIRECTORATE:
(a) The Secretary, R.R. & R. Deptt. who is the Ex-officio Refugee Rehabilitation Commissioner is the head of this Directorate and as such directs, supervises, co-ordinates and monitors all programmes and activities of the directorate. He is assisted by a number of Group ‘A’ officers deputed from time to time by the Home (P&AR), Dept., Public Works Department, and a number of Departmental officers.
(b) Deputy Refugee Rehabilitation Commissioner is the Head of the Office of the Directorate and as such the overall-in-charge of all the Sections of the Directorate. He is also the declared Head of office, Controlling Officer and appointing authority in respect of Calcutta District Refugee Rehabilitation Office. He assumes superior charge of Regularisation Section, Development Section, Administration Section, Camps & Homes Section and Court cases relating to above. He has to perform final authentication of maps other than the CONRIT maps and any other work that may be assigned by the Refugee Rehabilitation Commissioner.
(c) DIRECTOR (LAND)
Director (Land) assumes superior charge of all matters relating to land Section. He is also the Director, of the Grievance Cell of the Directorate. He deals with the matters relating to Advisory and Subject Committee, Assembly questions, Court-cases and any other work as may be assigned by the Deputy Refugee Rehabilitation Commissioner/Refugee Rehabilitation Commissioner. This allocation of duties & responsibilities is, however, subject to change and re-allotment as per discretion of Refugee Rehabilitation Commissioner.
(d) DIRECTOR (SUPPLY AND ACCOUNTS)
Director (Supply & Accounts) is in-charge of the Supply and Accounts Section. He is the Drawing and Disbursing Officer in respect of Officers and staff attached to Directorate (HQ) including Production Centres.
The Directorate has been divided into several sections, according to the functions they have to discharge. Directors/Deputy Directors are in-charge of the Sections. The present set up in the Directorate and district offices has been appended at the end of this chapter.
