(ii) Monitoring the progress of work in the Sub-Division, attend SDIC meeting, submission of periodical returns and statements regarding progress of R. R. works.
(iii) Any other matters as may be assigned by the District Magistrate/Additional District Magistrate.
(iv) DEPARTMENTAL OFFICERS:
To assist the District Magistrate in his R. R. Work, departmental officers are placed under his control.
The departmental officers will be the key personnel to control and run the district and sub-divisional R. R. Offices under the guidance and supervision of an A.D.M. to be selected by the District Magistrate. The senior most departmental officer in a district will, in most cases, be the District Rehabilitation Officer; in some districts where refugee concentration is large, there will be Deputy Controller too. These Deputy Controllers have the same rank and exercise the same powers as the District Rehabilitation Officers in a district. Where there are more than one Controller, each will exercise control over his own region and will have the same functions and responsibilities, but for the convenience of administration, the Deputy Controller, Headquarters/DRO who will invariably be the senior most officer, who will have power to call from the other Controllers information etc. required by the District Magistrate, the Directorate and the Government. It is the intention of Government that an officer of a permanent cadre under the District Magistrate will be placed in-charge of refugee relief and rehabilitation and that to all intents and purposes he would function as a Dist. Rehabilitation Officer. The DRO of a district or the DC(R) of district Headquarters/outlying subdivisions will render his services to the DM in all matters concerning refugee relief and rehabilitation and will be responsible to him for efficient administration of these matters.
(a) DISTRICT REHABILITATION OFFICER/ DEPUTY CONTROLLER (RR)
Duties and responsibilities:-
The duties and responsibilities of the District Rehabilitation Officer/Deputy Controller (RR) are given below:-
(i) To act as Officer-in-Charge of the District R. R. Offices of the R. R. & R. Deptt. DC (R) Calcutta and DC (R) Barrackpore hold the charge of the office of the Calcutta District and that of Barrackpore Subdivision, respectively.
(ii) Control and supervision of all the work of sub-divisional offices, Camps and Homes in the district.
(iii) To examine and recommend all cases for conferment of right of the land under his jurisdiction.
(iv) To act as a conveyor of District Implementation Committee this is a body for monitoring R. R. & R. work in the district.
(v) Supervision in respect of all sorts of development work under his jurisdiction.
(b) SUB-DIVISIONAL R. R. OFFICER
What has been stated above regarding the functions of the DRO/DC (Dist. Hq.) will apply equally to SDRRO stationed at district Headquarter in these districts/ sub-divisional
