C.  DISTRICT/ SUB-DIVISIONAL OFFICES

 

The District and Sub-Divisional Offices were set-up in the past to cope with the sudden influx of refugee from East Bengal (erstwhile East Pakistan, now Bangladesh). Naturally, there were many loose ends in both. However, with the passage of time, endeavours were made to place the District and Sub divisional level set ups on a firm basis consistent with the present requirements coupled with clear principles and rules of procedure for the guidance of all concerned. The Government Orders, particularly since the 1980s, have been issued towards that end.

 

Nature of work:

 

Regularisation and rehabilitation of displaced persons both in G.S. Colonies and Squatters' colonies, acquisition of land, transfer of land, transfer of land, payment of compensation, taking permissive possession of land, execution and registration of FHTD, issue of loan remission certificate, execution of deed of reconveyance, release of mortgaged deed in favour of mortgagee, or legal heirs/successor of the mortgagee, authentication of maps, lay-out survey, CONRIT survey, issue of site-plan to individual plot holders, approval of site plan etc. monitoring the progress of works and all other matters relating to refugee rehabilitation.

Consequent upon decentralisation of Camps and Homes in the Districts, the work relating to supply of Cash-dole, dry-dole, rehabilitation of Camp families, proposal for allotment of plots etc. are also the functions of District/Sub-Divisional Refugee Rehabilitation Offices.

 

OFFICER: (i) DISTRICT MAGISTRATE

The District Magistrate holds over-all-charge of all relief and rehabilitation matters relating to displaced persons in his district, subject to the control of the Government in Refugee Relief and Rehabilitation Department and the general guidance and supervision of the Refugee Rehabilitation Commissioner.

 

OFFICER: (ii) ADDL. DISTRICT MAGISTRATE (RR)

Additional District Magistrate (RR) is the in-charge of all relief and rehabilitation matters in the concerned district and hence he is responsible for efficient disposal of all Refugee Rehabilitation matters. His main functions and responsibility are given below:-

 

(i)  Supervision of all matters relating to rehabilitation of displaced persons and Camp families.

 

(ii)  Monitoring the progress of work, attend DIC meeting, submission of periodical returns and   statements regarding progress of R. R. works etc.

 

(iii)  Any other matter as may be assigned by the District Magistrate.

 

OFFICER: (iii) SUB-DIVISIONAL OFFICER

The Sub-Divisional Officer is the in-charge of all rehabilitation matters in the concerned Sub-Division and hence he is responsible for efficient disposal of all R. R. matters under the guidance of District Magistrate of the District. His main functions and responsibility are given below:-

 

(i)  Over all supervision of the refugee rehabilitation matter in the Sub-Division in respect of displaced persons/Camp families.
